The authors argue that South Africans lack a national consensus on how to go about consolidating democracy and that the major stakeholders in the country need to jointly renegotiate the meaning of the Constitution if we are to move beyond the spiral of democratic policy failures. They also draw on comparative insights from what has happened in Zimbabwe, India, Malaysia and Lebanon.

Pierre du Toit is Professor Emeritus in the Department of Political Science at the University of Stellenbosch. His other publications include Friend of Foe?
