Dr William Rowland (b. 1940) grew up in Ithaca Mansions in Sea Point, Cape Town, where he was shot and blinded in 1945, at the age of 5. In 1962 he qualified as a physiotherapist at the Royal National Institute for the Blind in London and in 1984 was awarded a PhD in Philosophy by the University of Cape Town. He was active in the disability rights movement, served as Director (1976-1996) and then CEO of the South African National Council for the Blind, and as chairman of the South African Federal Council for Rehabilitation of Disabled People. He is the author of Nothing About Us Without Us (2004).
