In 1967 Simonstown was declared a Whites-only area. People classified 'Coloured' forcefully removed to a development officially named Ocean View. Residents called it Slangkop (Afrikaans for the head of the snake).

Mark Winter was born in the UK. His family moved to South Africa in 1959 when his father, Colin Winter, an Anglican priest, took over the parish of St Francis in Simonstown. In 1965 the family moved to Namibia when his father became Dean of the Anglican Cathedral in Windhoek.
