Compiled and co-ordinated by the South African Democracy Education Trust (SADET), the Road to Democracy Project "aims to compile a chronological analysis of four decades, namely 1960-1970, 1970-1980, 1980-1990 and 1990-1994".

The need for Part 3 arises from the fact that studies on foreign policy, international relations and diplomacy are, more often than not, concerned with individual leaders representing a particular state, a given government, or the international system of which they are a part.
